Important Notice - Application period for dog registration in PHEs closed on 31st October 2003

On 24th October 2004 The Housing Department reminded tenants that the application period for keeping of dogs under the temporary permission rule in public housing estates (PHEs) will close on 31 October.

Tenants who wish to have their existing dogs registered should come forward and file in applications before the deadline, as late applications will not be considered.

“It is a one-off exercise and the application will not be extended. The Department is determined to take tough actions against unauthorised dog keeping in PHEs which may result in a termination of tenancy,” said the Acting Deputy Director of Housing (Estate Management), Mr Wong Bay.

About 2,000 applications have been received during the first three weeks of October, during this month tenants are allowed to register and keep existing dogs under 20 kg in weight as approved by the Housing Authority’s Subsidized Housing Committee.

Tenants should bear in mind that the dog must not be a fighting dog or known dangerous dog or large dog as defined under the Dogs and Cats Ordinance, Cap 167, and only dogs kept before 1 August would be allowed for registration, Mr Wong noted.

Supporting documents on licensing, vaccination, micro-chipping and desexing arrangements will have to be submitted at the time, or within three months, of the application, failing which the applications will be cancelled and the dogs will have to be removed.

While tenants have to prove through declaration that the dog has been kept before 1 August, Mr Wong reiterated that applicants should be mindful of the fact that false declaration has a criminal liability.

As the temporary permission arrangement is intended to tighten the control of dog keeping in PHEs, there will be zero tolerance to those who failed to exercise self-discipline or observe the “no-nuisance” rule.

“The temporary permission may be revoked if two cases of nuisance are substantiated, either from complaints initiated by neighbours or misdeeds found by estate staff,” Mr Wong added.

Misdeeds of tenants for keeping unregistered pets or those who allow their pets to defecate in public areas would be subject to five penalty points for each offence under the Scheme. A tenant will be served a notice-to-quit when a total of 16 points have been accumulated in two years.
